Steering Committee

Reporting to the Planning Board, Board of Selectmen, and FinCom, the Master Plan Steering Committee (MPSC) manages the master plan process, work plan, schedule and fee estimate. The Master Plan Steering Committee's responsibilities include recommendations on budget requirements, the request for proposal (RFP) process for hiring and procuring a planning consultant, coordination and management of the master plan process and planning consultant. To increase constituent involvement, the Master Plan Steering Committee formed the broader Master Plan Advisory Committee.

Madeleine Blake has been a member of the Planning Board since 2017 and is currently the Chair. She has lived in Carlisle since 1997. Her two children attended the Carlisle Public School and Concord Carlisle High School. Madeleine’s professional background is as a securities lawyer. Madeleine spent twelve years working at the Boston Office of the US Securities and Exchange Commission doing primarily enforcement work. After leaving the SEC, she worked in private practice in Boston for approximately ten years.

Janne Corneil has been in Carlisle for 14 years. She lives with her husband and son, a high school Junior. Janne has degrees in architecture and urban design and works as a planning consultant. She assists universities, cities, neighborhoods and developers, across the country and internationally, in planning the future of their places. Janne has family in Canada and Norway that she and her family often visit. In what’s left of her spare time, she enjoys walking, painting and building things. Janne served on the School Building Committee and currently chairs the Master Plan Steering Committee.

Stacy Lennon moved to Carlisle two years ago, with her husband Dan and kids Gus and Aoife. She has been a longtime fan of the town, having participated in a variety of town events over the years, thanks to her sister who lives here. “During the day” Stacy provides negotiation advice to corporate and governmental clients, and teaches leadership classes at Tufts. In her spare time, Stacy serves on the Dog Control Subcommittee and now the MPSC, where she gets a chance to put her city planning degree and community planning experience to use.

Kerry Kissinger was born in Reading, Pennsylvania where he married his high school sweetheart. After earning degrees in Engineering and Management, and a 20+ year career at IBM, he moved to Carlisle in 1988 and joined Ernst & Young as a Senior Partner in their Health Care consulting practice. Kerry retired in 1999 and worked with several start-up companies before retiring permanently. He now relishes his new “career” as lead singer in the “Second Wind” barbershop quartet. Two of their three sons live in Carlisle as do two of their grandchildren. Kerry serves on the Boards of the Friends of the Carlisle COA; the Libraries at Penn State; and is the Select Board’s representative on the Master Planning Steering Committee.

Jason Molten, a licensed Professional Civil Engineer, is the founder of On Point Construction Services, LLC, a multidisciplinary project management consulting firm that assists industry contractors in the planning, implementation, and overall management of heavy construction projects. Throughout his career in the construction field, he has developed an expertise in infrastructure planning, permitting, budgeting, scheduling and construction analysis. As a devoted husband, and father of 3 children in the Carlisle school system, he is grateful to live in this progressive, forward-looking town. He is passionate about the outdoors and his community.

Jessica Nierenberg moved to Carlisle in 2013 with her husband, Todd, and their two sons, Beckett and Jude. Both boys attend Carlisle Public School. Jessica has a Master’s Degree in Public Policy and works as a Policy Analyst for the Government Accountability Office, the nonpartisan research arm of Congress. In her spare time, Jessica enjoys reading and exploring, by foot or on skis, the system of trails that extend beyond her backyard. Jessica feels incredibly fortunate to live in Carlisle and being a part of the Master Plan process.

Tatyana White has lived in Carlisle since 1999. She shares her home with her husband, two high school seniors, their dog and two cats. Tatyana loves Carlisle and wants to increase residents' choices, especially walkability and transportation, making the town an even better and healthier place to live. She enjoys spending time outdoors. Tatyana is a president of Brillianta, a business-to-business customer journey consultancy, helping clients with strategy, sales and marketing initiatives.
